Land and survey plans illustrating property checks before purchase

HARYANA · BEFORE YOU BUY

Know the land. Verify the records.

Use one clear checklist for the property, the seller, the permitted use and the documents. Match every check to the exact Haryana site.

Reviewed 21 October 2026. General buyer guidance; an independent property lawyer should review the exact site and transaction.

Start with the property you mean.

Agricultural or undeveloped land

Do not assume you can create residential plots or build a house. Check the recorded use, access and permissions for your intended purpose.

A plot in a colony

Match the exact plot to the applicable licence, approved layout and project phase. A road, boundary wall or brochure is not proof of approval.

A house, flat or commercial unit

Check title, sanctioned use and building plans, applicable completion or occupation records, dues and transfer conditions. Confirm which authority is responsible.

Different records answer different questions.

Match the district, tehsil, village, khasra or plot number, area and parties across the documents. Obtain certified records where needed.

RecordWhat to check
Jamabandi & mutationRecorded interests and changes. A revenue or mutation entry alone does not establish ownership title.
Title documentsThe chain of deeds or other lawful acquisition, the seller’s authority, charges, disputes and competing rights.
Licence, layout & land useWhether the actual location, area and intended development match the permission and its conditions.
HRERA project recordThe exact project and phase, promoter, registration status and disclosed approvals where registration applies.

Jamabandi’s online records help you identify the land. The portal directs users to the tehsil for certified, signed copies; a screenshot is not a full title investigation.

Work through the checks in order.

01 Licence, CLU and permitted development

Haryana colony licensing and controlled-area land-use permissions are separate checks. Ask DTCP or the competent local authority which current rules, permissions or exemptions apply to the exact site. A CLU application is not a granted permission.

Ask your adviser to check licence status, the sanctioned layout, permitted use and material restrictions. A registered sale deed does not replace development permissions.

02 Section 7A NOC and deed registration

DTCP publishes notified urban areas and provides a section 7A NOC service. Ask the Sub-Registrar and planning authority whether an NOC or an exemption applies to this land and deed under the current rules.

An NOC for registration is not a general colony licence or a blanket permission to build. Check its purpose, conditions and the identifiers of the land it covers.

03 RERA: the project and your agreement

Where RERA registration is required, section 3 requires it before project marketing or booking. Verify the relevant Gurugram or Panchkula authority record, the precise project phase and, where applicable, the agent’s registration. Registration is not a title or profit guarantee.

For covered sales, section 13 requires a written and registered agreement for sale before the promoter accepts more than 10% as advance or application fee. Haryana rule 8 refers to the prescribed agreement. Review payment, possession, cancellation and remedy clauses before paying.

04 Boundaries, access and restrictions

Compare the survey or revenue map, the layout and the physical boundaries. Ask about lawful access, shared ownership, mortgages, litigation, acquisition notices, village common land and environmental or road restrictions relevant to the site. Resolve material differences before committing.

05 Price, duty, registration and payment

Ask for the total price, current collector-rate valuation, applicable stamp duty, registration fees, taxes and other agreed charges. Use Haryana’s official registration service and a qualified adviser for the actual transaction; this guide does not publish a universal duty rate.

GADTAN’s 25% company-plan contribution is a company condition, not an RBI minimum. Follow the required agreement and legal steps before payment. A deposit or loan sanction alone does not transfer title.

06 Buying from overseas

Under the general NRI/OCI purchase route, agricultural land, farmhouses and plantation property are excluded. Inheritance and other special cases have separate conditions. Check FEMA eligibility, the property category and the payment route with your authorised-dealer bank and independent adviser before agreeing.

Before money changes hands.

  1. Identify the property and the actual legal seller or investment entity. Ask for its legal name, address and registration details where applicable.
  2. Complete independent title, access, land-use and project-record checks. Resolve missing documents and inconsistent particulars.
  3. Agree the complete written price, payment stages, registration, possession and default or refund terms.
  4. Verify the contractual payee and banking details independently; keep signed documents, receipts and the payment trail.

Go to the official record.

Use these starting points, then verify current conditions for the actual land. This guide does not certify any GADTAN project, title or approval.
